    Who Owns the Licenses?

    The names on the list will come as no surprise to anyone who knows Islamabad’s hospitality scene. These hotels are luxury brands in their own right and service international clients:

    The Price of Permission

    Operating under such a license is not merely a status symbol it is extremely costly. The Ministry elaborated that the initial license fee is Rs. 500,000 and that renewals on an annual basis cost Rs. 150,000.

    For Licensed Alcohol Selling Hotels, this is not merely an operational cost but a business strategy that meshes with their desired market. These licensed sales are usually limited to non-Muslim visitors, usually served discreetly in set premises.

    Why So Few?

    The shortage of such licenses is deliberate. Pakistan’s alcohol regulations are some of the most stringent in the area and based on religious and cultural mandates. Licenses are issued subject to particular conditions, with tight control by authorities to determine whether they are obeyed.

    By limiting the list, the government has effective control over supply, with alcohol distribution kept to controlled environments tightly in hand.

    Economic and Hospitality Implications

    Although the licenses themselves may sound like a specialist subject, they have important ramifications for Islamabad’s hospitality industry. For a great many overseas visitors diplomats, company chiefs, and conference delegates access to licensed liquor can determine hotel selection.
