    Chinese Firm Accuses Sindh Official of Corruption in Sukkur Barrage Project

    A Chinese company has accused Ghulam Mohiuddin Mughal, the director of the Sindh Barrages Improvement Project, of demanding excessive bribes, including money and property, to approve a Sukkur Barrage Project.

    Journalist Imtiaz Chandio shared a letter allegedly sent to the National Accountability Bureau (NAB) Karachi branch on December 30, 2024. The letter, authored by a joint venture between China Road and Bridge Corporation (CRBC) and Hubai Shuizong Water Resources and Hydropower Construction Co. Ltd. (HBSZ-JV), claims that despite winning the contract through a transparent bidding process, the Sindh government official made unjustified demands.

    The joint venture was awarded the contract for the restoration and upgradation of the Sukkur Barrage Project. However, the project director allegedly demanded a commission and later escalated his demands by sending an image of Dubai’s Burj Khalifa, asking for a 3,600 sq. ft. apartment in the building to be purchased in his name.

    According to the letter, Ghulam Mohiuddin pressured the companies multiple times to fulfill his demands. The Chinese firms have urged Pakistani authorities to investigate and take action, warning that failure to do so could lead to a suspension of work on the project. Such incidents could harm Pakistan’s efforts to attract foreign investors and stabilize its economy, risking further damage to its global reputation.
