The Senate Standing Committee on NHSRC has taken strong action following allegations of MDCAT Test leak conducted on 22nd September 2024.
PMDC and Universities under Scrutiny
During the meeting, officials from the Pakistan Medical and Dental Council (PMDC) revealed initial denials from universities. The leak was overturned by complaints from MDCAT students.Â
FIA Confirms Test Leak
The FIA’s forensic investigation found that the MDCAT was infiltrated and the exam paper leaked 13 hours before its start time. Senator Amir Waliuddin Chishti noted alarming inconsistencies, saying that pupils with limited academic performance scored practically perfect results while casting doubt on the assessment method.
Senate orders PMDC reform plan
Senator Chishti ordered the PMDC to provide a comprehensive MDCAT strategy by December 2024. Transitioning to IT-based tests was recommended to reduce cheating and ensure impartiality. PMDC was suggested to create a public question bank to handle “Out of Syllabus” issues.

The proposed MDCAT reforms prioritize transparency and efficiency to restore trust. IT-based testing and improved security should prevent malpractices. Making the question bank public could also provide pupils clarity and confidence, leveling the playing field for all applicants.
